Strategic Plan
2007- 2010


Goal 1 – Students master skills, gain knowledge and develop personal attributes necessary in a competitive and global society.

Targets:
1.1 By June 2010, increase the percentage of students in all subgroups scoring proficient or advanced on the California Standards tests as follows:

  • Provide professional development to support implementation of OARS and SchoolCity data management systems
  • Provide professional development to support implementation of OARS and SchoolCity data management systems
  • Provide professional development to support implementation of the new science adoption
  • Identify and make recommendations for adoption of new math curriculum
  • Provide professional development to support complete implementation of Houghton Mifflin Language Arts program
  • Continue improving services and programs for English learners

1.2 By June 2010, increase opportunities for students to experience the arts.

  • Develop and disseminate a list of community organizations that provide arts education for students
  • Finalize expenditure plan for one-time art funding and monitor implementation of site-based funding for the arts

1.3 By June 2010, increase the percentage of students meeting 4 of 6 fitness standards on the state-approved physical fitness test.

  • Coordinate SPARKS and Transforming East County Physical Education Programs (TEC-PEP) activities for participating schools and the Extended Day Program
  • Develop and disseminate easily-implemented strategies for increasing student mastery of physical fitness standards
  • Finalize expenditure plan for one-time physical education funding
  • Assist with development of series of announcements by students that focus on nutrition, physical fitness, and wellness

Goal 2 – Students achieve success through strategies and resources that address individual needs.

2.1 By June 2008, implement one new magnet program and revitalize current magnet programs.

  • Facilitate Magnet School Committee meetings. Make recommendation on magnet expansion to the Governing Board by February 2008.

2.2 By June 2009, implement intervention programs at each school to address students’ needs.

  • Develop a resource guide for teachers to plan instruction for Universal Access groups using results from assessments as reported on OARS
  • Design and implement research-based after school intervention programs at all program improvement elementary schools and systematize interventions at middle schools
  • Support and monitor schools implementing alternative language arts core programs
  • Identify math alternative programs to support new adoption
  • Coordinate Project PEACE counseling services at the middle schools
  • Implement kindergarten Second Step curriculum at selected sites
  • Provide Framework for Understanding Poverty trainings
  • Implement recommendations for improving programs for gifted and talented elementary students

Goal 3 – The District maximizes resources to promote equity and improve instruction.

3.1 By June 2008, develop a ten–year facilities plan that will increase equity between schools, provide increased support for the educational program, and allow for construction of schools to replace schools more than fifty years old

  • Complete 10-year facility plan
  • Create plan for increasing equity among schools by providing similar facilities at all middle schools and installing a robust technology infrastructure at each school
  • Place a general obligation bond measure on February ballot if supported by community and Board

3.2 By June 2009, establish a program for obtaining grant funds and partnerships that advance the   District’s goals.

  • Create a system for monitoring available grants to support the strategic plan
  • Increase partnerships with private and community organizations to support the strategic plan

Goal 4 – Technology is used to advance student learning and increase efficiency.

4.1 By June 2010, all teachers and administrators will be proficient with Teacher Technology Standards

  • Disseminate Teacher Technology Standards and provide professional development that addresses identified technology needs of teachers and administrators

4.2 By June 2010, all eighth-grade students will be proficient with Student Technology Standards.

  • Adopt Student Technology Standards by December 2007
  • Develop an instrument for documenting middle school students’ proficiency on grade-level technology standards

Goal 5 – The District develops mutually beneficial relationships with parents/guardians and the community to support the educational environment.

5.1 By June 2009, increase opportunities for students and families to be involved with community organizations.

  • Coordinate implementation of Ecology Kids Serve (EKS) Service-Learning grant
  • Continue partnerships with City of El Cajon Recreation Department, Foothills Adult School, YMCA, and El Cajon Collaborative to provide services to students and families
  • Develop and disseminate a list of community organizations that provide enrichment activities and/or support for the educational environment

5.2 By 2008, each school will implement a plan for improving communication and customer service with parents.

  • Design a customer service training module focusing on employees with direct public contact
  • Develop a training implementation schedule that addresses training costs and the time necessary to train all identified employees
